CHP to hold another extraordinary congress after five months | Özgür Özel: “Last time was a political move, this is a technical and legal measure”

Özel emphasized that an unauthorized court overturned the Istanbul provincial congress and the delegates to the supreme committee appointed by the congress, saying, "The decision has also come under the purview of all relevant courts. He also appealed to the Ankara court, which had previously rejected the injunction several times. The presiding judge rightfully requested that decision."
On how the extraordinary congress decision would neutralize a possible absolute nullity ruling in the September 15 congress case, Özel said the following:
Before this hearing, all delegates in Türkiye are voluntarily requesting renewals by submitting their signatures to notaries within a day or two. These delegates do not include the Istanbul delegates. They do not include me, who was a natural delegate after winning the previous convention, nor any members of the Central Executive Committee (MYK), Party Assembly, or High Disciplinary Board. The signatures of nearly all of the remaining 1,000 delegates have reached headquarters. As of yesterday, we submitted an application following the Supreme Election Council's decision. The previous one was a political move. This is a purely technical and legal measure. It is also consistent with the decisions of the Supreme Election Council, other bodies, and the court.
Regarding the consequences of convening an extraordinary congress, Özel stated that the claim that delegates whose delegation to the Supreme Board in Istanbul was revoked also influenced the congress was false. Özel emphasized that the natural delegates who took office at the 38th Ordinary Congress had not applied, and continued:
The remaining delegates will renew their will once again. This has a political consequence. Legally, when the delegates collect signatures and reach more than half, an extraordinary congress is called, even if the General Chair or Party Assembly doesn't approve it. This path is open. They've tried it in the past. Our delegates reached a decision to hold a congress that even the General Chair couldn't prevent.
Regarding the September 15th hearing, Özel said, "I don't anticipate the Civil Court of First Instance overstepping its authority here, but suppose a trustee were appointed to the party's chairmanship, as the Istanbul court did, or as a result of that decision, that trustee would remain there for six days. This is a process the party chairman cannot stop. After six days, the party would re-elect the elected chairman. This is a move that is technically, legally, and in line with all relevant rulings."
Özel reminded that the Istanbul delegates also took action after the dismissal of the Istanbul Provincial Administration, saying, “Almost all of our previous delegates, who were not annulled by the court, also expressed their will regarding the renewal of the Istanbul Provincial Congress, with a number of around 540.”
Özel, addressing the Supreme Election Council's (YSK) decision to continue the Istanbul congress schedule, contrary to the court ruling, said, "With the correct decision made by the YSK, which we all expected, the CHP's district and provincial congresses will be held. Our natural process will be completed around the end of November. Once that is complete, we will have reached a period where all these discussions will be over and irrelevant."
